I installed a kali linux with xfce on an old eepc. It works fine except dual screen
If I boot without the external vga monitor plugged and then if after the login step I plug the vga monitor then I can successfully setup the extended display.
However If I reboot with the external monitor plugged then the laptop monitor will remain blank whatever I do, even if I unplug and replug the external monitor.
any help would be appreciated

What version of Xfce does kali run and more specifically, which version of xfce4-settings? There have been a couple of bug fixes for external monitor issues in 4.12.1 (see: https://git.xfce.org/xfce/xfce4-settings/log/).

Perhaps you should file a bug report against xfce4-settings for this issue.
As for a workaround, does running:
xrandr --auto
...help with scenario #2?
If not, what does xrandr return when the VGA monitor is plugged in?

I'm by no means an expert on video cards/drivers, but your system is using the gma500 (poulsbo) driver. I believe you need to do some further configuration to get it to properly support xrandr and multiple monitors. Here are some references that I was able to locate:

I found a manual workaround for dual screen to work: I switch on the external monitor after the boot sequence just before login in
