<SOLVED> Panels & menus not obeying font setting

For some reason the xfce4 panels and menus will obey neither the font setting in appearance or in window manager. Regardless of what I set they will still use this serif font. changing the font size takes effect just not the actual font of my choice. Is there a fix? What causes this?

Edit: I was able to solve the problem by deleting my gtkrc-2.0 file and logging out.
