The TERM environment variable (responsibility, correct value, ...)

Which software component is responsible for setting the TERM enviroment variable?

(A guess: the component which "provides" the (virtual) terminal and which determines [or hedges in] its characteristics and capabilities. It is probably xfce4-terminal. Or the "libvte". But as far as I know, when libvte is about to set environment, already finds the TERM variable set (and does not alter it).)
