The thing with themes, its that they are highly dependent on the version of GTK3 that you have. Not all themes work well for any given version of GTK3.
Not knowing your GTK3 version, the most comprehensive ones, (that support 3.22) that I have found are the Greybird, Arc, and Vertex. There may also be others that I am unaware of.

Each distro can use a different version. Not everyone has the latest. Which distro are you using? Which version of that distro? You can look in your package manager to get the actual version.

These should work with all distros because I believe they are backwards-compatible.

Comprehensive in that they are designed to meet the changing requirements of GTK3 versions. The tl;dr here is that GTK3 has been changing theming standards/practices with almost every version of GTK3 and theme developers have had to keep up. These 3 are themes that have kept up.

Flat-Plat?. Note that it doesn't come with an xfwm component so you'll have to manually match it with an window manager theme.

ok ill use the latest version, havent decided on a distro yet
oh i thought these themes were specific to xfce, but they're general, i guess now i know what to google
* are these themes (those best ones) usually adjustable like the background of the lock screen for example?

Read this link and thread to get a better understanding of how themes work in Xfce.
Everything is adjustable if you know how to create gtk theme overrides and have an understanding of gtk styling itself. There are numerous threads on this forum asking how to change a gtk configuration. There are even some tools that try to make it easier (e.g. gtk-theme-config).

uhh... this is likely more complex than what is needed for me to know at this time
it sounds much harder than it needs to be so i'll go with a 'no they're not easily and not usually adjustable'
what did you google to find the flat-plat one? gonna find the best theme just to see what's out there

I think you're right, actually: you don't need to worry about it at this point, you haven't even picked your distro yet!
Pick your distro, install it and try it out with the default theme. The typical installation comes with several themes, icon sets and window decorations. Get familiar with the settings, tweak to your liking, and try some of the other included themes, icons, etc.
If you still find something lacking, use the package manager and see what's available there. That would be totally uncomplicated and should get you 95% of the route.
In the end, you can have your desktop exactly how you want it (did you take a look at some of the yearly screenshot threads?

looks like these linux 'themes' are just visuals for the desktop and don't add really to functions, or how the desktop works, doesnt look like they change layout
visual can add clarity but these only change the desktop, they dont change chrome, saving for a year from now

Arc is def. one of the good themes
get the icon theme as well and elementary-xfce as backup
.local/share/icons/Arc/index.theme

you can copy just the index (or any other icon you might wish to change)
