Remap Home and End keys

In XFCE the Home key is mapped to 1B 4F 48 and the End key is mapped to 1B 4F 46.  These two keys differ from normal keyboard mapping found in other window managers and the console.  I can't seem to find where this mapping takes place.  Google reveals that other people report that their Home and End keys don't work, but no solution is provided. 

I need to remap these keys to 1B 5B 31 7E and 1B 5B 34 7E respectively.  Is this possible?
