qt5ct not always applying

There was a similar post, however I feel this issue is a different issue. If I download a pcap file (for wirehsark-qt), and open the download file from within Google Chrome, it doesn't honor the qt5ct plugin setting. If I execute from xfce gui it applies fine.
I have this is my xinit file:

export QT_QPA_PLATFORMTHEME=qt5ct
export QT_PLATFORMTHEME=qt5ct
export QT_PLATFORM_PLUGIN=qt5ct

When I start an app fro m xfce-terminal (applies fine):

qt5ct: using qt5ct plugin

Any idea why this is, or any insight on how Google Chrome is launching without record to the variables? I know this sounds an awful lot like a Google problem, however I do not have this problem within Mate Desktop at all, so it is xfce specific.

I normally use greybird, but have tried other themes as well, it doesn't seem to make a difference.
