What do you guys think of my project to make a XFCE distro using Cygwin (for users forced to use Windows at work)? Runs like a charm!

Interesting. Always good to see Xfce out and about.

- What's performance like?
- What benefit would this introduce as opposed to say, a Linux+Xfce VM in Windows?

Performance is decent, quite usable. A little slow down forking a new thread on launch, but barely noticeable.
Other than being able to install GNU and XFCE utils (just being able to handle tar.bz2 files in bash is nice), the main benefit is a unified file system.
For example "Documents" in Thunar is the same "Documents" folder in Window Explorer. No host/guest separation. There are other nice features like gnome-keyring for managing ssh keys for git and X11 forwarding over ssh (a cool feature if on windows).
