How can I fix missing unicode characters?

I have an issue where there's certain characters that show up as a block with their utf-8 code in it..
For example, the Russian ruble,  ₽, shows up as as a block with the code 20BD when I use a text editor or when viewing a website.

When I view Wikipedia's article on the ruble on my Windows computer, the symbol shows up correctly, but when I open the website in Xfce, it shows up as the block.

Is it possible to fix this?

Install any font with support your characters
From html source of wikipedia , i saw it use serif font , maybe you need install it first https://wiki.archlinux.org/index.php/fonts#Sans-serif
