Is there a widget/addon/plugin/how-does-xfce-call-this for the taskbar/panel in Xfce which can monitor my local mailbox (the users mailbox) and notify me if there is a new mail (e.g. an error report from smartmontools or the raid-system)?

Xfce4 Mailwatch Plugin (xfce4-mailwatch-plugin)? It should already be installed if you've installed the xfce4-goodies package. If not, run Synaptic Package Manager (or whatever your distro uses) and type "mailwatch" (sans quotation marks) into its search box; it is probably in your distro's file repository.

I have seen this kind of app referred to as a panel applet, panel plugin, and "an application you can place on your panel" .

In German it is called "E-Mail Überwachung".
It is not working out of the box. Some questions:
What type of "mailbox" is the local user/root mailbox? "Maildir", "Mailbox", "MH"? I don't know.
Beside of the user-name the plugin asks for a path. When the user name is givin the plugin should know by itself where the files are. Or not?
There is only one log-entry for the "MH" type. The other two doesn't make any log entry. I haven't specified a path there because I don't know the answer.
I see a lot of usability bugs here. But I don't report them because I know the answers.
This is a GUI and somethings should work out of the box. "monitor the current local users mailbox" should be enough informations for such a thing. But it is not.
