I configure smartmontools the way that it when started it send a test-message to the local user (options: -m user -M test). You can see in the logs that "mail" is not installed. But XFCE opens a dialog and show me the mail/message from smartmontools.
Why and how? Which mechanism is behind it?
I don't think it is "notify-send" because this would cause in a simple tooltip on top of the panel, but not in a complete message-dialog.

That looks like a message generated by smartmontools. Just a display of a message in a message box.

Exactly how did you configure this? It is probably being run as root and you need to specify the correct dbus address and display from your current user's X environment (if I'm understanding this correctly).
