I am using Xubuntu 17.10 and its panel applications menu (not the Whisker menu, but that difference probably doesn't matter). I spent some time customizing the menu with the menu editor that comes with the OS to move things around the way they make sense to me. I would like to be able to save this customization, which must be possible because when you right click on the applications menu icon and select properties there is an option to use the default menu or a custom one. My custom menu is probably already saved, but try as I may I have been unable to learn how to save my custom menu or where such a menu is generally stored. Any answers from Xfce experts would be appreciated. Thanks in advance.

I don't run Xubuntu nor am I an Xfce expert, but this detailed document looks like it might help:
https://wiki.xfce.org/howto/customize-menu
[Found it with a web search on "xubuntu custom menu location"]
MX-23 (based on Debian Stable) with our flagship Xfce 4.18.

It is what I searched for too. However I'm a bit surprised by the fact that there is no menu editor in xfce.
Maybe in the future ?
