I'm using Xubuntu 16.04 and xfce4-panel is version 4.12.0. After a dist-upgrade and reboot, my panels are suddenly not following the theme I've been using for years. In fact, they won't follow *any* theme.
All panels are configured to system style. They will use a solid color configured in the panel settings, but that doesn't help because the foreground color will still be wrong.
Any ideas?

Which GTK appearance theme are you using?
Also, do you have an ~/.gtkrc-2.0 file and if so, what are the contents of that file?
Also helpful might be your X session error file. I can't remember for Xubuntu 16.04, but it is either ~/.xsession-errors or ~/.cache/upstart/startxfce4.log
You can also run xfce4-panel in debug mode to see if that yields any interesting results.

Thanks. There was a section that had been automatically added to my .gtkrc-2.0 a couple months ago that seemed to have taken effect after the reboot.

The section I removed was put there by Theme Configuration. The "custom panel colors" switch had been enabled somehow. The added lines were surrounded by some comments about custom styles.

Thanks! I found that the problem was in oxygen-gtk theme engine which was left by KDE.
