How to access the Window Buttons "Properties" after hiding the handle?
[rant]Additionally the following feedback to the GNU/Linux world at large, including the Mint developers and QA testers, etc. I've been using GNU/Linux only for more than 20 years; I started using it in 1997. This is rhetorical: why do I still need to visit forums and IRC channels to ask how to work with the supposedly most user-friendly Linux distros. Over and over usability issues similar to this. If I still cared it would bring tears to my eyes. Linux is horrible. The only reason I still use it, is out of habit. And you know what I cannot understand. Surely I cannot possibly be the only person who's running into things like this. Are Mint developers even using their own system. I've ran into this window buttons issue for literally years. Surely someone would fix it sooner or later. But it's just not happening. So here I am. Another forum or IRC channel to talk about my problems with Linux.[/rant]

It is quite simple: Access to panel preferences
Right-click on empty area of the panel > Panel > Panel Preferences > Items > Window Buttons > Edit button
Or on Whisker menu > Panel preferences > Items > Window Buttons > Edit button
For a quicker access, don't hide handle of Window buttons.
