Hi there,
I have this problem on Xfce 4.12 (under Debian 9) where Java forms do not re-raise to the front if they are already created (use normal API call myFrame.toFront()) but they do raise to front of window stack when they are created.
Same logic works on other window managers that I've tried Gnome3, Mate, Cinnamon but doesn't seem to work on Xfce. (I am not exactly 100% sure but I think it used to work on older Xfce (whatever version of Xfce that Debian 8 came with).
I have already checked the window focus settings under Window Manager and WM Tweaks.
Any help or hint would be greatly appreciated.

Thank you alcornoqui, I'll give it another go.
I think I've tried some of the things they suggested before I posted, was hoping I didn't have to change my code but maybe there is no other way ...
