Window Manager

Using a Toshiba Satellite C855D-S5235 laptop that I bought in 2012 and running Linux Mint 18.3.
I'm using XFCE version 4.12 .
In Settings , Window Manager and Window Manager Tweaks hang indefinitely after I click on either one.
Restarting my laptop didn't resolve the problem.

I noticed that my my laptop's CPU. is overworked. Laptop is slow. I can tell from Task Manager. CPU. is at 100% a lot.I don't know if this has anything to do with the hangups above.

A couple of things:

1. Is xfwm4 running?

ps -ef | grep xfwm4

2. Try running the settings modules from the command line to see if you get any errors:

xfwm4-settings
xfwm4-tweaks-settings

As for the laptop being overworked and slow, what are the top running processes:

top -n 1 -b | head -25
