I have a dual screen setup and a panel on each screen, with a set of window buttons on each, set to only show windows for their respective monitors.
When I start xfce, both panels show buttons for the windows on screen 1, and not screen 2. I can fix it temporarily if I go into the settings for the window buttons on screen 2 and toggle "show windows from all monitors" on and off again, then those buttons will show windows from screen 2 (and not the ones from screen 1) but every time I log out and back in it resets to both showing windows from screen 1
I've also noticed that messing with my display settings, disabling a monitor and reenabling it, seems to fix it too.
How can I get this permanently fixed? Should I file a bug?

Oof, a 4 year old bug huh. Thank you. The workaround posted by Sean Flanigan does the trick
