In German Mint forum I heard about an issue today with Mint 19 Xfce and clock app in panel.
The thread starter there stated, that the clock app disappears, when trying to apply setting to that clock app.
Could reproduce that issue here in a vbox Mint 19 Xfce. The thread starter also mentioned same issue in DEBIAN 9.4 Xfce, which I also can confirm.
I go on settings for clock, make a modification and close the settings window and ... clock disappears. You have to reinstall clock in panel, to show it again.
Strange, Xubuntu 18.04 does not show that issue, as Mint Xfce 18.3. On both systems no issue ....

What version of xfce4-panel is being used in both distros?

There was a similar bug a while ago that was fixed with this commit and included in version 14.3.2. Doesn't look like it was back-ported to the 4.12 branch.

Just validated it in Mint (xfce4-panel 4.12x).
Options include:
Use datetime plugin
.
Use xfconf-query to re-set the digital-format when the format is erased (note that the plugin doesn't crash, the format is just cleared):
xfconf-query -c xfce4-panel -p /plugins/plugin-XX/digital-format -s "%r"
...where "XX" is the plugin number that can be found when hovering your mouse over the plugin in the Panel Properties Items tab and
...where "%r" is any date/time format that you want to use.

Use xfce4-settings-editor and use graphical tool to manually change the digital format for the plugin (with channel and property as determined above).

Open a bug report and ask developer to port the fix back to the 4.12 branch as well.

I am on Lint 18.3 and don't use clock, but also datetime.
I advised that to the thread starter and that workaround was ok for him.
I'll check the rest and come back tomorrow.
