I have the same issue, I often open that window from Whisker Menu to copy/paste an application name or launcher command and it's annoying, I need to remember to paste before I close that window.

I tried your steps using Parcellite in place of the default clipboard and it works fine. I switched to parcellite some time ago after having other issues with the clipboard.

I was hoping that xfce4-clipman will help with this issue, but unfortunately not. Still nothing to paste after closing the launcher window. But... at least the copied text is saved in the Clipman's panel menu history, so it definitely helps to make it less annoying.

hey, clipman does the trick! strangely not installed on Mint 19 xfce by default.
