Auto Brightness Reduction not working properly

Hi. I am using Pardus 17.3 with XFCE (debian based distro) and infos about my system are below:

System info: Linux pardus 4.9.0-8-amd64 #1 SMP Debian 4.9.110-3+deb9u4 (2018-08-21) x86_64 GNU/Linux
XFCE version info: xfce4-panel 4.12.1 (Xfce 4.12)

My problem is about Brightness Reduction. I tried to set brightness to decrease 20% auto after 10 seconds. it decreases brightness to 20%, but after 2-3 seconds it increases previous value. then some seconds later, it decreases and increases again. it goes like this if i don't push any key or dont move mouse.

is it a bug, or is there any problem with my system?

Graphics:  Card-1: Intel Haswell-ULT Integrated Graphics Controller
           Card-2: NVIDIA GK208M [GeForce GT 730M]
           Display Server: X.Org 1.19.2 drivers: modesetting,nouveau (unloaded: fbdev,vesa)
           Resolution: 1366x768@60.01hz
           GLX Renderer: Mesa DRI Intel Haswell Mobile
           GLX Version: 3.0 Mesa 13.0.6

In debug mode you can see these. I am waiting and doing nothing but brightness changes continuously on battery power. There is no problem on AC power. But, on battery power it acts weird.
