Is there a way to make custom actions not appear for particular items

Does anyone know a way to get a custom action to appear for all items EXCEPT a particular item?

For instance, to have an item for any folder except the "/" folder for instance?

It doesn't work in that way. Best you can do is add filename patterns to the "File patterns" box on the appearance tab. For example, to only use folders that start with D, M or V, select the Directories checkbox and use the file pattern:

D*;M*;V*

There is no blacklist functionality.
