Users and Groups not functioning properly when installed

Hi All

Using Xfce Antergos, installed gnome-system-tools to be able to use the Users and Groups gui.

It won't create a "Desktop" user, only an "Administrator" user. I can select "Desktop" user but the user account is created as an "Administrator".

Any thoughts?
