Sorry, not seeing it.  I see that gyk32 and 3 are support and have the same named.

I want to use a gtk3 theme, but can't tell who they are.

Well, probably the easiest way to do it would be to pick the ones in the GTK3 Themes category, lol:

There appear to be 1,043 listed.

I don't know if it's relevant, but I do remember reading multiple times that, at least for a while, new versions of GTK3 broke things. Therefore, if it was me doing the picking, I'd pick ones that mentioned the version of GTK3 that I had on my system. But I don't know if that's true or, if so, to what extent. Still, it couldn't hurt, I suppose.

Simple answer: gtk3 themes will contain a gtk-3.0 folder.

More complicated answer: As MDM alluded to, with GTK3 changing so much, you need to use a theme that supports the version of gtk3 on your system. There should be information about this is the theme's readme file. Here are some of the better (by better I mean they have been kept updated with changing GTK3 versions) themes:
- Adwaita (this is the default GTK3 theme)
- Greybird (the maintainer is an Xfce developer) - use the version from the git tree to get the absolute latest changes
- Arc
- Numix
- Adapta
