Your observation might be the result of an ill-configured graphics chip (GPU), or graphics card, or a mismatch between your monitor's screen-refresh rate and your GPU. Please run the following command ...

Afaict, your 7 y.o. system looks basically ok to me. However, i did notice though that ASUS has updated your mobo's bios 12 times since it was manufactured (see @ https://www.asus.com/Motherboards/P8H67 … Desk_BIOS/ ) so there could be some (possible fixed) issues with your GPU's graphics bus; not likely, but possible ...
On the other hand, your GPU is pretty much standard, and so is your refresh rate @ 60Hz, so that would rule out -- imho -- a potential mismatch of GPU v. Display. There is one potential issue to look into, though: compositing. Are you using Xfce's built-in compositor (Menu > Settings > Desktop Settings > Window Manager {dropdown selection}), or another window manager and/or compositor?

I use the "stock" compositor from xfce.
I tried to remove composition with no result.
And the issue stays there even with compton.

I wonder if it's the GTK (appearance) theme. Which one are using?
Also which version of Thunar and which version of GTK3 is installed?
Is it only tooltips that tremble like that?

I thought about that, and I tried many themes, no change.
What is strange, in Thunar just the link to the devices (top part of the tree) are flickering, while the locations (home, documents, images, etc.) have no problem.
The issue is in pamac (a Gtk3 GUI package manager) too, when I pose the cursor on the icons of the apps.
But I suppose you're right, the problem is somewhere in themes, etc.

This is a bug in GTK3: https://gitlab.gnome.org/GNOME/gtk/issues/1371
In Xfce it can be fixed by changing the value of /Gtk/CursorThemeSize to 16.

Congrats! I solved my problem!
But I already had the cursor size at 16, I set it at 17 and the flickering is gone.

It was shown as 16 in the mouse settings window, but internally it was actually still 0 (default size).
Settings Editor > xsettings > /Gtk/CursorThemeSize
