I just started a new job and was given a laptop with Xubuntu 18.10 on it. I've been using Xubuntu 16.04 as my daily for years now so this is ideal.
One thing that annoys me about the new laptop is the small margin above the window buttons on the panel. I'm used to just slamming my mouse upwards, but now I have to do that and then move down a couple of px before I'm hovering over the window button. This is especially annoying when I right click expecting to get the window menu but instead I see the panel menu.
I noticed that if I use the panel switcher and select the GNOME 2 preset the margin disappears, but it changes other things so this is not really a good solution for me.
Any idea how to remove this margin? I can't seem to find any option for it.

Always the way, as soon as I post I found the solution!
I installed the latest version of Greybird as documented here: https://github.com/shimmerproject/Greybird
Then restart the panel (xfce4-panel -r) to see changes.
