Almost have my xfce panel set up, but the icons are too big and too close together. The panel is 35 pixels high and using 32x32 icon set.
How can I scale them down and space them out a bit? Thanks.

Theme is Windows-10-master-theme
Want to get them a little smaller and some more space between them.

Create or edit the file, ~/.gtkrc-2.0, with the following content:
style "launcher-padding"
{
xthickness = 5
ythickness = 5
}
widget "*launcher*" style "launcher-padding"
...and restart the panel:
xfce4-panel -r
Adjust the "5" as required.

One more thing if you could. When I move the mouse over the launchers in the panel, they turn to having a black background which is quite jarring. How can I disable this effect?

Well based on the thread I made a new 48x24 image in Irfanview and saved it as png with all transparency options enabled as panel-button-hover.png in my home directory and added the example from post #18 into my ~/.gtkrc-2.0 file and changed to a temporary theme then back to my main theme and everything works. Thanks again!

Sorry, I didn't notice the broken link, but yes, you can create a simple transparent image and use it. Glad you got it to work.
