what is the difference between properties and settings?

what is the difference between properties and settings?  in cases where there are both, such as the workspace switcher, it is still unclear to me, if i were to make such a thing, which goes into which.  and even if there is a formal definition, does it really matter?  what if i implemented an object where one place has a link named "properties" and another place has a link named "settings" and everything that can be configured is all in there?
