Copying Xfce configuration

i want to be able to set up new users by copying.  before i used graphical desktops i just copied a few files like .bashrc and a few others.  i ended up creating a template user from which i did most of the copying.  it gets rather burdensome to manually set up a dozen settings in each of a dozen users.  i hope there is a tool that knows how to do such copying with Xfce.

i'd copy files, especially the whole .config/xfce4 tree.  the big problem is a lot of this will have user names and home directory paths for the user that can fail on a different user.  they might work when copying to the same username on a different host with the same versions of everything installed.  and backup/restore (same host, same user) should be the most likely to work.
