full screen hides full screen control

On my CentOS 7.6, when I create a terminal, it is small. When I need full screen, I click the small box on the top left. I get full screen with the panel remaining on the bottom.

When I am root, on top I get a border and the small box I can click to get back to the small size.

When I am another user, the border and small box are off the top, and I see no way to get back.

Is there a way I can get it to keep the border and small box when I am not root?

When logged in as this user, go to Settings Manager > Window Manager Tweaks > Accessibility. Do you have "Hide title of windows when maximized" checked? If so, uncheck it.
