keyboard shortcuts bad behavior bug

when i am setting up a keyboard short cut with the intention of pressing a key combination, such as Ctrl+Shift+P to do something, while pressing the keys i accidentally released the Ctrl key just for an instant while trying to also press Shift, it immediately recorded Ctrl all by itself as the key for that action.   and it actually takes over that key and performs the action.  this can be very bad for keys like Shift and Ctrl when people don't understand why that window disappeared.
