Panel Window Buttons not Using Icon Theme for all Applications

As the subject says. Some applications fall back to their default icon while most others display the icon theme's icon correctly. This seems to be specifically an xfce issue, as my other system that uses kde with the same icon theme displays all icons correctly. The issue also seems to be independent of icon theme, as I've tried several different themes and none worked. I've also tried refreshing the gtk icon cache, but that also didn't change anything.

The icons are correctly set in the .desktop files, as seen in the whisker menu.

As you can see, Brave and Steam don't display their icons correctly on the bottom panel (and neither did Discord until I manually replaced its icon).

Icon theme: Suru++

xfce version: 4.12
xfdesktop version: 4.13.2
Distro: Xubuntu 18.10

Any ideas on how to fix this are greatly appreciated.
