Auto-hide scrollbar won't go away

Ya

Is there a way to control how keen the auto-hide scrollbar be?

It appears when the mousepointer is anywhere over the text window when I use Mousepad or Gedit, and then doesn't want to go away. I can sort of shoo it off by touching the touchpad. But I only have to breath on my keyboard for it to appear again. The result is that it is ever-present, obscures the right-hand edge of my text, and is generally infuriating. It just needs to be told to calm down a bit.

I could just make sure my mousepointer is never left sitting over the text window. But that is not practical. I've had a poke around and can't find an obvious way of doing it.
