I have Googled this problem until my brain dribbled out of my ears and although I found many reports of it, none of the solutions worked for me.
I cannot get the Window Manager shortcuts to work.
Running xubuntu 18.10
xfce package reports version 4.12
Running on a Mac Pro with dual monitors and an Apple UK USB keyboard
Keyboard is mapped correctly
Application Shortcuts under Settings -> Keyboard work correctly.
Window Manager Shortcuts under Settings -> Window Manager -> Keyboard do not work. None of them work. I can clear them and edit them and the same combination (eg Alt-Tab) is recognised by the editor. I've tried changing them to other combinations - eg Shift-Tab, Ctrl-Tab, but nothing works.
If I'm in a Terminal window and I hit Alt-Tab the keypress is passed through to the Terminal. It looks like there's a process that should be capturing the shortcuts that isn't running, but I don't know how to debug this any further.
Edit: I've also tried creating a new user, but they shortcuts don't work there either.

You aren't running another Window Manager like Compiz are you?

No, compiz is not installed.

I solved the same issue by enabling xfce keyboard layout (was set to use system default)
Settings Manager > Keyboard > Tab Layout
Deselect "Use system defaults" and set your keyboard language below.
For me this worked straight away.
