"Focus" settings in "Window Manager Tweaks" are here
Expected behavior is
When a window tries to steal focus (e.g. Reaching at breakpoint in Intellij IDEs), It should gain focus and it should come on top of all other windows.
Window is gaining the focus, but it is not coming on top of other windows.

xfwm version is:

But I'm using the latest latest xfwm4-git from AUR (Which actually is 4.14pre1)

Those are the workspaces focus options, what's your config in Settings > Window Manager > Focus?
Other than that, did the expected behaviour change recently? Does it happen in non-Java apps? I seem to recall Java apps are sometimes finicky with focus.

Raise On Focus in Window Manager settings was disabled. Enabled it and it solved the issue.
For answers to your questions:

Yes. IDK how. Maybe I changed it by mistake. Maybe something else?
Does it happen in non-Java apps?
IntelliJ IDEs are the only software with which I use this functionality. Don't know about others. But anyways, java was not the culprit here.
