So...
... I moved all my icons to secondary monitor (main/spanned taskbar) but not persistent with reboot. Now the white arrow does not appear when trying to left click release onto desired position. I should've made icons read only then rebooted, but cannot even move now. I've racked my brains as to what could've been done differently, but clueless. I am using Leap 15.1.

Which versions of the following Xfce components are part of Leap 15.1?
xfdesktop -V
xfsettingsd -V
One other thing to try is to run xfdesktop in debug mode and see if any info is printed to the terminal when you try:
xfdesktop -Q && xfdesktop -e

Built with GTK+ 2.24.32, linked with GTK+ 2.24.32.
Build options:
Desktop Menu: enabled
Desktop Icons: enabled
Desktop File Icons: enabled
xfsettingsd -V
xfsettingsd 4.12.4 (Xfce 4.12)
Running the command:
xfdesktop -Q && xfdesktop -e
Cured the behaviour, so hopefully can make icons read only & voila now?!?
