many of my users (maybe all) have bluetooth and network items which right click does not give the Properties/Move/Remove submenu that other items give. it's the same submenu that left-click gives. that's annoying. anyway, my work around was literally around. i just moved other items around them to the other side of them. good thing i was not wanting to "move" them to the extreme left.
one of my users had them on the far right, right at the edge. moving other item around them did not work. i solved it this way. i just added a new arbitrary item and it showed up to the right of them and now i can move other items around the unmovable ones. then i removed that added item.
there might be some other way to move those unmovable items, but i don't know all the ways of Xfce.

You can also easily move panel items directly from the panel settings using up/down arrow buttons. Look here: https://docs.xfce.org/xfce/xfce4-panel/ … nces#items
