I am thrilled to see this announcement. Back in 2014, I started posting feature requests for Xfce -- in particular, I wanted to be able to specify the monitor (display) on which desktop icons would appear. The previous default was that icons were always on the monitor on the far left, and I wanted to be able to put them on the center or right-hand monitor. Finally, Xfce has incorporated this feature.
It was too early to get Xfce 4.14 in Linux Mint 19.2 (based on Ubuntu 18.04 LTS), so I took a chance on adding the Xubuntu developer's staging PPA. Now I have a couple of items in the Panel that do not work correctly, but I was able to find workarounds. The main thing for me was to enable desktop icons on the primary monitor.

Looks nice! Can't wait for an official XFCE PPA to become available mainly because those third party PPA's never seem to work, even the Xubuntu developer's staging PPA. Might have been because I was looking in Synaptic after adding the PPA and it still showed XFCE4 to be 4.12 instead of 4.14.

Thanks for the unintentional tip. You just clued me in on a much better method rolling 4.14 back to 4.12. Worked MUCH better than the terminal did.

This is about Xfce itself, not about any ppa's for the ubuntu-universe. Not everyone uses this distro. And certainly not this is about downgrades of the DE.
