Tearing when multiple users logged in

Hello,

I have strange issue and I'm not sure if it's Xfce related or not, but I share it anyway.
I have tearing that happens only when multiple users are logged in concurrently.

First I enabled TearFree is via config below
/usr/share/X11/xorg.conf.d/10-radeon.conf

Section "OutputClass"
    Identifier "Radeon"
    MatchDriver "radeon"
    Driver "radeon"
    Option "TearFree" "on"
    Option "DRI" "3"
    Option "AccelMethod" "glamor"
EndSection

Observed behaviour:

User1 logs in first - no tearing whatsoever during session
Now User2 logs in while User1 is still active (switch user) - User2 has tearing throughout desktop and 3D applications

Or other way around:

User2 logs in first - no tearing
Then User1 logs in (switch user) - tearig happens

It can be mitigated by enabling vsync under Window Manager Tweaks > Compositor tab but I wonder why it only happens at all.
System is Debian 10 with Xfce 4.12
