The meaning of the actual symbol would depend on your theme. Go to Settings Manager > Window Manager and it the Button Layout, you should have 2 buttons to the left of the title. Hover over the second one in and see what it says. Or,
xfconf-query -c xfwm4 -p /general/button_layout
...where:
# button_layout :
# O = Option menu
# T = Stick
# H = hide
# S = shade
# M = maximize
# C = close
# | = title

Got it - thank you. It's the "stick" button, described here:

If I'm not mistaken, it's supposed to stick the window to the screen, making it visible on all workspaces.

Click the stick/unstick button of the title bar open the window menu button from the title bar and choose “Stick" or "Unstick" item use the Alt + F10 keyboard shortcut.
FYI, when I "rearranged" the buttons in that layout manager, I needed to go back to Settings then return to that manager, to see the updated arrangement.
