Annoyingly, when the window is fullscreen, I cannot grab the top ~4px to drag it down.
Computer Info:
- Window Manager: Compiz (Latest 0.9.13.1)
- Desktop Environment: XFCE
- Kernal: x86_64 Linux 5.0.0-25-generic
- Theme: Adwaita-dark (Still broken with others)

If you are using Compiz it isn't a Xfce issue. You'll probably get a better answer if you ask your distro. Alternatively switch to Xfwm and see if the same problem occurs.

Not a Compiz user, but I see your windows are "wobbly" so you may be using the Wobbly plugin, which has these parameters:
Key pair Description Values
grab_friction Resistance' to grab_effect 0.1 to 10.0 (default 3)grab_spring_k Spring constant for grab_effect 0.1 to 10.0 (default 8)
grab_window_types Window types affected by grab_effect. Desktop, Dock, Toolbar, Menu, Utility, Splash, Dialog, ModalDialog, Normal, Fullscreen, Unknown

Maybe hold a modifier key (like the "Windows" or the "Alt" key) while dragging with the mouse. That’s the way it works in tiling WMs such as XMonad.

Edit: I think its an issue from either the theme, the decorator, or something else in XFCE since I am able to reproduce in Xubuntu XFCE, Ubuntu MATE Xfce, and Linux Mint XFCE

This has nothing to do with my issue

Holding Alt works, but that should not be required to move it from the titlebar. I can still move the window, just not on the top ~4px of the titlebar
