Hey,
I'm using xfce4-fsguard-plugin 1.1.1-1 and xfce4-panel 4.14.0-1.2 on Arch.
Using the "directory plugin" item in xfce4-menu, I get a default 'image missing' image and xfce4-panel says
(xfce4-panel:8886): Gtk-CRITICAL **: 17:14:35.840: gtk_icon_theme_load_icon: assertion 'icon_name != NULL' failed
But the image path is valid. And the image is valid too (I tried to use one of the icons found in /usr/share/themes that works if you don't set directly their path).

This is a known bug. Until it's properly fixed, the workaround is to put your icons in ~/.icons (create the folder if it doesn't exist) and select them from the "Uncategorized" or "All" groups from the dropdown.

The spec indicates that $HOME/.icons is the proper place.
