The left hand column in Thunar lists my home directory and my desktop directory, followed by Network, other drives and File System. However, it does not have my Downloads, Pictures or other main directories.
How can I pin shortcuts to those in that location as well?

Could you please open a terminal and type in
thunar
In the window that opens, try adding shortcuts to your side-pane in the same way as detailed above?

However, that got me to thinking. I logged into the terminal as root and started Thunar. I was then able to pin the directory to the left panel. But that did not show up that way as the normal user.
So I tried as sudo. The left panel looked different with different drive naming conventions. It didn't matter though; there was no way to add the directory to the left pane anyway.
Thunar has some odd behavior. The preferences are extremely limited and there is obviously a tendency to lack consistency. There must be some hidden governing system not available to users.

I am actually wondering if Thunar is not your default file manager.
Could you open your apps, settings, then open your "Preferred Applications" app and click the Utilities tab on the right? File manager will be the top option.
For me, it's Caja.
If it worked when you specifically opened Thunar from Terminal but didn't show up as normal user - and if using your File Manager as normal user looks different from the Thunar you opened in terminal- then it seems likely that another File Manager is in use as normal user.
EDIT: Looking at the screenshot you posted- that does look like Thunar's layout.
Could you also type in terminal
thunar --version
and see what that returns?

Could it be, that you corrupted your Buster somehow?
Buster ships with timeshift. Did you activate it? Can you set Buster back to an earlier stage?

No and No.
It installed in fresh drive on brand new system with no problems during install routine. It was very much as expected and just as had been done many time before on other systems. I can also say that this system is rock solid and very fast.
There is just one reason these sort of things occur; programming that is not independent of outside influences. One must ask one's self, "How can I make settings in a program that will stay in place until I decide otherwise? Further, why are things different in the exact same program when logging in as different users and with different permissions? This is all very telling, and that is what needs addressing first. I can guaranty that programming with these things in mind will absolutely eliminate problems like this. They simply will go away and cease to be.

I have Buster on my main machine here, Buster is in a vbox on that machine as well as Testing. And I have Testing on a Thinkpad and also on my old machine. All on Xfce.
And none show, what you describe here ...

I don't have an earlier version of Thunar to check, but in the 1.8x series, shortcuts in the side pane only work if the side pane is in shortcut mode. Your image above shows that it is in tree mode.

ToZ, you found the problem! That was it.
So now we know that not only is there a problem with preferences not allowing all the customization one might desire, and the view changing depending on user and permissions, but the desired feature only works in short-cut view. Wow, that was non-intuitive in a way. I believe I would have coded it to have tree and shortcut combined, if I could.
Hey, wait just a minute; what do you mean by earlier version? Am I not up to date?
