Hello XFCE members.
I recently installed Manjaro x64 with XFCE on 2010-era notebook with Core2 Duo. Machine is pretty low on CPU power.
When selecting (left click) any item on desktop (Home folder or Trash bin or file icon) I get 50% CPU from xfwm4 process. Hovering mouse over these icons (which shows preview) doesn't have such influence on CPU.

I'm no expert, but I think high CPU usage with xfwm has to do with the graphics driver.
I have a weaker CPU than yours and a NVIDIA GPU, with nouveau I can't use Xfce but it's perfectly fine with the nvidia driver.
The bug at https://bugzilla.xfce.org/show_bug.cgi?id=15963 talks about vblank_mode. For example, the xfwm developer there said that for intel this works well:
$ xfconf-query -c xfwm4 -p /general/vblank_mode -s xpresent
