Hey,
I'm using french locales.
when you have .desktop written that way
Name[fr]=Coucou français
Name=Hello default
It displays "Hello default".
When you have it written that way
Name=Hello default
Name[fr]=Coucou français
It displays "Coucou français" (which is what I'd expect)
In both whisker (2.3.1) and the default xfce's menu in xfce4-panel (4.12.2).
I did theses tests on debian Buster when I saw that a few 15 apps had their translation in english while having the french one available in their .desktop too.

Just as a follow up, its seems to be fixed on xfce 4.14 and whisker 2.3.4
