Whole areas from windows and panel disapear

Whole areas from windows and panel disappear.
Take a look at the pictures , especially the second one.
I'm using Linuxmint 19.2 xfce on laptop HP.250.G7 display 1920x1080

Hello and welcome.

Does this happen with all apps or only some?

There should be two log files that would be interesting to look at. The first is ~/.xsession-errors. Can you please post back the content of this file after the issues occurs.

The second is your Xorg.0.log file (might be located in /var/log or ~/.local/share/xorg. Post the contents of this file back after the issue occurs as well.

And finally, your xfwm4 settings:

xfconf-query -c xfwm4 -lv

It happens mostly on panel (in this case it is a deskbar ) . The icons disappear and the panel on this areas becomes transparent .
When i push the "show desktop button" or minimize/maximize some windows the problem disappears usually , but not entirely  .
After some time (it may be few minutes or few hours) the problem occurs again.
I made the screenshots some couple of weeks ago and i dont know if  the files you requested ( xsession-errors and Xorg.0.log )are relevant .
but i cant post them or send them as .zip  , (say where).

As for the Xorg.0.log file and the .xsession-errors file, feel free to upload them to a file paste site like pastebin.com and post back the link to your output, or just paste it into your reply inside code tags.

Also, what version of xfce4-panel are you running:

xfce4-panel -V

which specific plugins are affected, and which GTK (Appearance) theme are you using?

I'm wondering whether this is an issue with the video driver. Have you tried the modesetting driver for your intel card and if so, have you noticed a difference?

It's been a while since I've been on an ubuntu system - did you specify through an xorg config file to use the intel driver? Does Mint use the modesetting driver as default now?

I have problems with tearing . They are solved as follows :

/etc/X11/xorg.conf.d/20-intel.conf
Section "Device"
       Identifier  "Intel Graphics"
       Driver   "intel"
       Option  "AccelMethod"  "sna"
       Option  "DRI"  "3"
       Option  "TearFree"  "true"

But i am not sure if this is the problem , because i use the same method on my home
desktop computer and i never had  such a problem . Here some info about the desktop comp.

If you remove the /etc/X11/xorg.conf.d/20-intel.conf file and restart, (keeping in mind that you do get tearing problems) does the other problem go away?

If so, put the file back and try with AccelMethod set to "uxa" and see if it solves both the tearing and transparency issue.

I didn't toy with the drivers yet , but while customizing the desktop appearance of fonts in the settings the problem occurred again.
Like the previous time i was changing the dpi , fonts size , and hinting - that was the first time some elements on the panel disappeared 
The second time i was changing the panel   backgrounds to different solid colours with transparency and that's when the whole panel vanished - pic. 3
