I have ported the official individual releases to CRUX 3.5 and am able to get a desktop to instantiate via startxfce4; however, I have noticed the seconds in the panel clock stop updating, then resume. When they are not updating, the only panel item that responds to mouse clicks is the action dialog. As time goes on, these freezes lengthen and eventually stop thawing.

Hello and welcome.
You need to review your logs to see what is happening. You can run xfce4-panel in debug mode:
xfce4-panel -q
GTK_DEBUG=1 xfce4-panel
...to see what error messages are displayed. That might point you in the right direction.
Should I drop xfce4-panel back to 4:14?
Might be best to do so. 4.15 is currently in active development (e.g. GTK2 plugin support has been dropped).

I replaced xfce4-panel with the 4.14.1 release and rebuilt all the packages that depend on it (and this time only xfce4-fsguard-plugin refused to build, in config). However, startxfce4 produces no panel, and redirecting xfce4-panel's stdout and stderr to a file revealed:
(xfce4-panel:24478): xfce4-panel-CRITICAL **: 13:22:49.583: Name org.xfce.Panel lost on the message dbus, exiting.
So I cleared all Xfce user caches and configs, and that restored the panel.
The fsguard nastygram is:
checking for XML::Parser... ok
checking build system type... Invalid configuration `make': machine `make' not recognized
configure: error: /bin/sh ./config.sub make failed
but that should probably be another topic.
