reading settings files

desktop icons are easy to handle in the ~/Desktop directory.  when a file disappears there, the icon vanishes almost immediately.  when a new .desktop file comes in, the icon appears almost instantly.  but for settings like the keyboard shortcuts, file system changes don't get reflected without restarting however much has to be restarted, which might write over the new files if allowed to do its own exit.  i'm curious why this is the case.  i'm wondering if this is just less experience with system level facilities in the case of a subset of developers.
