I changed the cursor theme in the settings manager to one I downloaded from xfce-look.org. I also changed the cursor theme in the root version of the settings manager (using sudo xfce4-settings-manager), but when I resize firefox and when I place the cursor on the activity bar in visual studio code the cursor theme is different (its the default one).

I am using manjaro 18.1.4
In any other program I have used the cursor theme works well.

In the lock screen it is also different, so I would like to change the cursor theme there too, but didn't find the option in the LightDM settings.

You haven't inserted any of the images. Have you had a read through the Arch wiki page on xcursors? There are some troubleshooting tips there.

Thank you, now its fixed. I don't know why, but changing the cursor with the gui didn't work properly. I edited the default index.theme to inherit the theme I downloaded and now it works good.

I experience this frequently, as well. It comes and goes... But the cursor will sometimes alternate between a variety of different themes I have installed.
