hitting Alt-tab on Xfce 4.14 displays shows the follow:
Notice how only one application includes the name? (In this case, "Thunar" is the only app labeled with its name)? I would like to make it so the application name is displayed for *all* applications. Can you please show me how I can do this?

It looks like that dialog only displays the name of the active window. If you don't need the previews, you can change the display to a list display (Settings Manager > Window Manager Tweaks > Cycling > "Cycle through windows in a list"). This option will show all window names.

Is there no setting I can adjust, or anything I can add to `~/.config/gtk-3.0/gtk.css` that would allow me to do this?

I'm not aware of a way to do this. In reviewing the code, and if my understanding is correct, the unfocused widget has its label set to "" (NULL string) - so there is no way to affect it using css tweaks.
Perhaps you can create a bug report and ask the developer to confirm this?
