"Switch Application" cycles between all open windows

In the Window Manager settings I have mapped a keyboard shortcut to "Switch Application". Pressing that shortcut multiple times cycles through all of my open windows, including multiple windows for xfce4-terminal and Chrome. I would expect only one window for each of those two apps to be reachable through this shortcut.

Separately, they seem to cycle in a static semi-random order; is that configurable somewhere?

I think 'parent' and 'child' and 'peer' windows are each an equal window, and cycle in the order in which they were opened.
