Can't change keyboard layout
XFCE version 4.12
openSUSE 15.1
xfce4-panel-plugin-xkb-0.8.1-lp151.3.2.x86_64 is installed. Three layouts show but cannot be changed. The "Add" button is faint and cannot be selected either. I have read posts of similar problems but they are all of different versions.
Any suggestion would be appreciated.
